ISIS claims responsibility for Manhattan terrorist attack, no evidence given

Sayfullo Saipov, the terrorist truck driver who mowed down people on a 20 block path on a lower Manhattan bike path, demanded that an ISIS flag be displayed in his hospital room and has been celebrating the deadly attack, according to criminal complaint that was filed.

He started planning the attack about a year ago while in the USA - and two months ago, he made a decision to use a truck.

Outside court, Saipov's attorney said he hoped "everyone lets the judicial process play out".

Eight people died in the attack, five of them childhood friends from Argentina celebrating 30 years since their high school graduation, a 31-year-old Belgian mother and two men, from NY and neighbouring New Jersey. Knives were found in a bag he was carrying. ISIS has also called for its followers around the world to use vehicles to kill civilians.

The fact that a note was left at the scene was significant, because it showed he was following their instructions to the letter, NYPD Intelligence and Counterterrorism head John Miller said Thursday on "CBS This Morning."

"He appears to have followed nearly exactly to a "T" the instructions that ISIS has put out in its social media channels", said John Miller, New York police deputy commissioner for intelligence and counter-terrorism, referring to IS.

Saipov's court appearance came just hours after President Donald Trump said he would consider sending Saipov to the Guantanamo Bay detention centre in Cuba - an idea the White House reinforced by saying it considered Saipov to be an "enemy combatant".

Saipov has been charged with providing material support and resources to a foreign terrorist organization and violence and destruction of motor vehicles. Trump's administration could, at least in theory, still send the suspect to the USA base in Cuba later, though such a step would be unprecedented.

Trump's tweets calling for the death penalty for Saipov before Saipov even had a chance to enter a plea to the charges he faces could work to the defense's advantage by giving his lawyers a chance to argue they prejudiced potential jurors. "Should move fast. DEATH PENALTY!"

The Federal Bureau of Investigation said it had located another Uzbek man, Mukhammadzoir Kadirov, 32, wanted for questioning as a person of interest in the attack. After entering the country, he reportedly went from OH to Tampa, Florida and then to Paterson, New Jersey, where he lived with his wife and three children for several years.

The attack killed five people from Argentina, one from Belgium and two Americans, authorities said.
