Workers took the Keystone oil pipeline offline on Thursday after it spilled 5,000 barrels of oil in rural South Dakota, officials said. The cause was being investigated.

"Ultimately, the cleanup responsibility lies with TransCanada, and they'll have to clean it up in compliance with our state regulations", Brian Walsh, an environmental scientist manager at the Department of Environment and Natural Resources, told the station.

"We've always said it's not a question of whether a pipeline will spill, but when, and today TransCanada is making our case for us", said campaign director Kelly Martin.

Walsh said 5,000 barrels of oil have leaked, and at 42 gallons a barrel, that totals 210,000 gallons of oil. It runs from Hardesty, Alberta, to Cushing, Okla., and Wood River/Patoka, Ill. TransCanada is providing state and federal regulators, including the Pipelines and Hazardous Materials Safety Administration and the National Response Center, with accurate and confirmed information on an ongoing basis.

Almost a year after the Dakota Access pipeline leaked 176,000 gallons of oil near the Standing Rock protest site in Cannon Ball, North Dakota, a similar disaster is unfolding to the south. Investigators determined a weld problem was to blame in that spill. No waterways or aquifers were affected.

The leak was detected after a drop in pressure in the operating system. Soon after Donald Trump became president, he signed memoranda to expedite the environmental review process for Keystone XL. The project has received needed approvals in states between Alberta, Canada, and Nebraska.

TransCanada is seeking to expand its Keystone pipeline network. The PSC will announce its long-awaited decision on the application Monday.
