USA pulls out of United Nation's global refugee agreement

"The US Mission to the United Nations informed the UN Secretary-General that the United States is ending its participation in the Global Compact on Migration", the US said in its statement on Saturday.

Negotiations on the GCM will be based on the New York Declaration, a document adopted by the United Nations in 2016 that commits to "strengthening global governance" and contains a number of policy goals that are inconsistent with USA law and policy.

But late on Saturday, US Ambassador to the UN Nikki Haley said the declaration's "approach is simply not compatible with US sovereignty" and that the US will instead define its own migration plan.

UN General Assembly President Miroslav Lajcak on Sunday expressed regret over a US decision to withdraw from the global migration compact, a UN-led process toward safe, orderly and regular migration.

"We will decide how best to control our borders and who will be allowed to enter the country", she stressed.

In 2016, the administration of Barack Obama, who was then President of the United States, chose to join the NY Declaration on migration.

USA participation in the compact process began in 2016, following the Obama administration's decision to join the New York Declaration for Refugees and Migrants.

Member states signing the pact pledged to uphold the rights of refugees, assist in resettlement, and provide access to education and jobs.

Miroslav Lajcak of Slovakia, the current UN General Assembly president, said Sunday that he regretted the decision. "This should not disrupt the clear, unanimous outcome of the New York Declaration for such a global compact".

Under Trump, the USA has taken hard line on immigration.

The announcement comes ahead of a scheduled three-day conference on the Global Compact on December 4-6 in Puerto Vallarta, Mexico.

In light of these withdrawals and threats, many observers have wondered aloud if Trump's "America First" policy is really an "America Alone" one.

Trump's immigration policy agenda also includes bringing an end to the Green Card lottery, replacing it with a merit-based system and cracking down on "sanctuary cities".

Significantly, the Trump Administration has separated from many global commitments including the UNESCO and Paris climate agreement.

"The role of the United States in this process is critical as it has historically and generously welcomed people from all across the globe and remains home to the largest number of worldwide migrants in the world", a spokesperson for UN General Assembly president Miroslav Lajčák said in a statement.
