He said: "I think that is clear sadly from the letter that were exchanged but I think that doesn't mean that it isn't a very, very sad moment for us who are colleagues of Damian who know what a capable minister he was, how committed he was throughout his whole career to the most vulnerable people in society".

Mr Hunt said questions remained about the conduct of the ex-police officer who leaked details of the pornography.

Besides allegations that he kept and watched pornography on his parliamentary computer, Green faces another allegation from writer and Tory activist Kate Maltby.

It was the minister's denials - rather than anything he is alleged to have done - that ultimately led to his downfall.

British Prime Minister Theresa May's de facto deputy resigned Wednesday night, after he admitted to misleading the public with two statements regarding allegations that he kept pornography on his work computer in 2008.

The inquiry also found that although there were "competing and contradictory accounts of what were private meetings" between himself and Ms Maltby, the investigation found her account "to be plausible".

"Thousands" of legal pornographic images were found on a computer during a police raid in 2008, a retired Scotland Yard detective has said previously.

Mr Green has served as a member of parliament for Ashford since the 1997 election.

He maintains that he did not download or view porn in the House of Commons, but accepted he had not been clear about whether police had spoken to him about it or not.

"I'm sure she didn't want him to go", Hunt said.

Discussing his former colleague's departure, Jeremy Hunt, the Health Secretary, told BBC Radio 4's Today programme that Mr Green had lied was rightly sacked by Mrs May.

Information Commissioner Elizabeth Denham said: "These are serious allegations and we are investigating to determine whether the law has been broken and what further action is necessary including potential criminal prosecution".

Green is one of May's oldest friends and one of her few close political confidants.

"I regret that I've been asked to resign from the government following breaches of the Ministerial Code, for which I apologise".

Ms Maltby's parents, Colin and Victoria Maltby, said they were "pleased" the Cabinet Office inquiry had concluded.
