Doug Jones says win is 'new chapter' for Alabama

Alabama officials on Thursday certified Democrat Doug Jones the victor of the state's U.S. Senate race, after a state judge denied a legal challenge by Republican Roy Moore, whose campaign was derailed by accusations of sexual misconduct with teenage girls. Janet Porter, a Moore spokeswoman, said earlier on CNN that the chances of voter fraud not having an effect on the election were astronomically low. He refused to concede the race and on Wednesday night submitted an election complaint alleging potential voter fraud that could have impacted the results enough to tip the race toward his opponent.

The State Canvassing Board certified the December election's results after a judge on Thursday denied Moore's request to to halt the process.

"It is not going to delay certification and Doug Jones will be certified [on Thursday] at 1:00pm and he will be sworn in by Vice-President [Mike] Pence on the third of January", Mr Merrill said.

To back up the claims, Moore's team cited mathematician Richard Charnin, a conspiracy theorist who also asserts the 2004 presidential election and 2016 Democratic presidential primary were rigged.

Mr Moore's campaign was deeply wounded by accusations of sexual misconduct involving teenage girls decades ago.

He also said he completed a lie detector test after the election that he argued proved the allegations against him were false.

Jones is a former USA attorney best known for prosecuting two Ku Klux Klansmen responsible for Birmingham's infamous 1963 church bombing. He's filling the seat vacated by U.S. Attorney General Jeff Sessions. Moore was a twice removed from the position of chief justice of the Alabama Supreme Court. He attached a statement from a poll worker that she had noticed licenses from Georgia and North Carolina as people signed in to vote. He said Moore's complaint seemed to boil down to the belief that he should have won based on exit polling and that the high turnout, including by African-American voters, must indicate fraud.

Rick Hasen, an election law expert and professor at the University of California, Irvine, said Moore's complaint did not raise the sort of issues that lead courts to overturn an election.

The election result was a blow to President Trump, who gave Mr Moore his full-throated support, even as other Republicans distanced themselves following the misconduct allegations.

Merrill said Moore has a few options left, such as offering to pay for a recount within 48 hours.
