ISIS has claimed responsibility for a suicide bomb attack on a Shia cultural center in Afghanistan's capital, Kabul, that left 41 people dead and dozens injured.

The White House issued a statement Thursday that condemned the attack and offered "its deepest condolences to the victims and their families".

Islamic State militants have since claimed responsibility for this morning's attacks.

But Interior Ministry spokesman Nasrat Rahimi said later that the blasts were aimed at the Shi'ite Tabayan cultural center near the news agency's office.

Tebyan Cultural Center initiated its activities in Afghanistan thirteen years ago.

President Ashraf Ghani called the attack a "crime against humanity".

Ten people were also killed in a suicide bomb attack near the compound of Afghanistan's intelligence agency in Kabul on Monday.

In Thursday's attack, witnesses said they heard two small explosions and then a larger blast, and officials said the attackers stormed the building and set off explosive devices in the basement.

Afghan officials say more than 30 people were killed and 45 wounded by a bombing at a Shi'ite mosque in October. In August, 31 people were killed in a terrorist attack on a Shiite mosque in Herat, a city close to the Iran border.

"Terrorists groups and their backers must know that the Afghan people are united and stand firm to any plot carried out by their enemies; these heinous attacks will not break the resolve of the Afghan people", the statement read. He said one reporter at the agency had been killed and one injured.

The Taliban insurgency distanced itself from the attack, saying its fighters do not target civilian facilities, especially those housing education and cultural centers.

Taliban forces fighting US-led North Atlantic Treaty Organisation forces in Afghanistan have denied any involvement in the attack.

A spokesman for the USA military mission in Afghanistan, Resolute Support, said the "barbaric attack will not deter the unwavering resolve we have in supporting the Afghan National Defense and Security Forces in achieving peace and freedom for the people of Afghanistan".
