Differences in opinion between the U.S. and Europe over how to address the situation in Iran may also manifest themselves during the emergency meeting on Friday.

The Security Council is responsible for maintaining global peace and security, and Iran's internal issues have nothing to do with its mission, Ryabkov said.

US Ambassador Nikki Haley has warned the demonstrations in Iran could escalate into full-blown conflict, drawing a comparison with Syria, Daily Mail reported on Friday.

The Trump administration has taken a vocal approach to the situation in Iran, where at least 21 people have been killed and over 1,000 arrested as Iranians take to the streets to protest against the regime.

A Security Council diplomat told Fox News that countries opposed to the discussion could call a vote to stop it from going ahead. China, Bolivia and new member Equatorial Guinea are the countries most likely to have an objection, as they claim the protest is an internal matter for Iran and not a matter that involves worldwide peace and security.

Haley's comments come as the United Nations Security Council met to discuss Iran after the USA requested an emergency session amid protests in the country.

Russia, a council member, has close ties with Iran, which isn't. "It is unfortunate that despite the resistance on the part of some of its members, this council has allowed itself to be abused by the current United States administration in holding a meeting on an issue that falls outside the scope of its mandate", he said. Russian Federation has been vocal in its opposition to the session, with Deputy Foreign Minister Sergei Ryabkov accusing the US of infringing on Iran's sovereignty.

"The United States continues to interfere both openly and covertly in the internal affairs of other countries".

Ryabkov accused Washington of "directly attacking the sovereignty of other states under the pretext of being concerned about democracy and human rights".

Presidential Spokesperson İbrahim Kalın said such actions could provoke a backlash, after six days of anti-government protests in Iran.

Khoshroo also said the United States had abused its power as a permanent member of the Security Council by calling for a meeting to discuss the protests.

The US Ambassador to the United Nations KIkki Haley had sought emergency meetings with UN Security Council and the Human Rights Council over the riots in Iran.

The US administration has also imposed unilateral sanctions on five Iranian companies linked to Tehran's ballistic missile program.
