Will Hurd, R-Texas, and Pete Aguilar, D-Calif., and said Ryan should start with that bill, "and any other bills he believes should be considered" through the Queen of the Hill process, where the measure with most votes becomes the prevailing bill to reconcile with what whatever immigration solution the Senate settles upon. Although Democrats initially claimed they wouldn't support any budget deal without a vote on DACA amnesty, they ultimately got on board with the expectation of a DACA and immigration reform vote in February. House Democrats cycled in and out to sit behind her in the chamber with dozens of members seated around her at one point. "You're going to win back the House".

"No, I'm just telling people why I'm voting the way I'm voting", Pelosi told reporters. "Why are we not given our constitutional opportunity to discuss this important issue?"

"People in our caucus will do what they think is in the best interests of their constituents and for the country", the New York Democrat said.

The lack of a unified Democratic strategy infuriated liberal leaders.

"This bill is the product of extensive negotiations among congressional leaders and the White House", Senate Majority Leader Mitch McConnell, a Republican, said on the Senate floor.

Crowley also didn't commit to supporting or rejecting the deal. "It is very complex. And we'll have to look at that in totality".

The bill, released overnight, authorizes the sale of 100 million barrels from the Strategic Oil Reserve to pay for some of the new spending, and raises customs and airport security fees in the next decade.

Ryan insisted he's committed to bringing an immigration bill to the floor, but said it must be one that President Trump will sign. Anything less will be a vote for funds that could be used to detain and deport Dreamers at the hands of Trump's turbocharged deportation force.
