President Donald Trump praised the two-year budget agreement as "so important for our great military"- adding that "Republicans and Democrats must support our troops and support this bill".

The House of Representatives voted early Friday to pass a $400 billion budget deal, a move that reopens the federal government after it was partially shut down for the second time in less than a month.

The measure would keep the government running through March 23 and reauthorize funding for community health centers that enjoy widespread bipartisan support. Republicans and Democrats agreed to harsh fiscal medicine - mandatory spending caps on military and social programmes.

The bill also calls for the lifting of limits on federal spending, which would allow the repeating increases in defense and domestic budgets.

The latest politico pointing out just how much the Republican Party has changed under President Trump comes from the inside. Stocks plunged on Thursday on heavy volume, throwing off course a almost nine-year bull run.

Earlier, Paul, a Republican, delayed the passage of the bill as he was unhappy with the huge increases in spending that the deal would entail. He had harsh words for his own party.

"I'm greatly disappointed that the Speaker does not have the courage to lift the shadow of fear from the lives of these inspiring young people", Pelosi said in a statement, referring to House Speaker Paul Ryan. "I can't ... in good faith, just look the other way because my party is now complicit in the deficits".

"There is probably a lot of blame to go around for the Republicans who are advocating for this debt", Paul said to CNN's Erin Burnett OutFront.

But Trump is expected to unveil on Monday a fiscal 2019 budget plan that will be based on rosy assumptions, including economic growth of 3.2 percent next year, a White House official said.

"This bill represents a significant, bipartisan step forward".

The 600-page plan proposes an increase in spending, by about $300bn (£215bn), on defence and domestic services. "Her team was in on it", said top GOP vote counter Patrick McHenry, R-N.C.

Since then, Trump has extended an immigration compromise with Democrats, going far beyond the "Dreamers" they want to protect and offering to provide a path to citizenship for 1.8 million illegal aliens. Raising the budget caps has been on the table for months but has always been entangled with the contentious immigration debate.

House Minority Leader Nancy Pelosi says she will vote against it.

The spending deal also bypassed the contentious immigration issues that held up a previous stopgap spending bill in January, resulting in a three-day shutdown. "We will solve this DACA problem", he pledged. Ryan hasn't scheduled House consideration, infuriating Democrats, but he said Friday, "We will focus on bringing that debate to this floor and finding a solution".
