"That would require the support of the global community".

"So, the Afghan government's ability to manage conclusion to a piece and to manage its own security and territory in a responsible fashion will all feed into the worldwide assessment of how we need to structure our future relations with the government of Afghanistan", Wells said, responding to a question on the presence of U.S. troops in Afghanistan.

"These people who do this are acting against humanity and against Islam", he said.

Now obviously the U.S. has a direct interest in the resolution of this conflict and the Taliban have frequently stated the need for all foreign troops to depart Afghanistan is a precondition for negotiations.

At the same time, the United States has stepped up battlefield pressure, notably through air strikes on the Taliban as Afghanistan's worldwide partners have sought to build up diplomatic support from neighboring countries to push the movement to the negotiating table.

He said tens of thousands of Afghans are killed and injured every year in confrontations between the Taliban and government forces.
