The bill also provides $1.6 billion to build new fencing and levees along the Mexican border but does not fund the president's concrete border wall. On Wednesday, the speaker made a surprise trip to the White House, with Senate Majority Leader Mitch McConnell joining in by phone, to try to keep Trump in accord.

It funds the government through September and beefs up military spending - something both Democrats and Republicans support.

"Their goal was to boost military spending definitively and to make sure that there is a stable funding source going forward", Sances said.
