These individuals are potential beneficiaries of the Development, Relief, and Education for Alien Minors (Dream) Act, a bill that had been introduced in Congress in numerous versions over the past 17 years in an effort to provide a citizenship path for individuals who were brought into the United States unlawfully before the age of 16. The spending measure averts a government shutdown that would have begun at midnight if a funding plan had not been in place. White House officials had said Trump would sign it. Trump's allies on Capitol Hill said the president supported it.

"I think the stock market is going great", Trump said.

The bill signing came a few hours after Trump created his latest round of last-minute drama by tweeting that he was "considering" a veto.

They argued they could not get everything they want because Democratic votes are needed in the closely divided Senate. Democrats can say they gave Trump money for the southern border, but the president can't use it to build the wall. Because [conservatives] want to [increase military spending], they feel compelled to go along with a full package of spending increases across the board.

"Everyone knows you're the reason Daca recipients are abandoned".

He also accused Democrats of abandoning the 800,000 young adults brought to this country illegally by their parents.

Immigrant advocates ripped Trump's apparent hypocrisy.

Had Trump vetoed the bill, Congress would have had to scramble to satisfy his demands, a task it would be hard-pressed to accomplish in time to avoid a shutdown.

"This is your mess", the American Civil Liberties Union said in a statement addressed to Trump. Not exactly what we wanted where we wanted, " said budget director Mick Mulvaney Thursday. "Would have been tied to desperately needed Wall", Trump wrote on Twitter on Friday, one hour prior to announcing that he is considering a veto.

He urged lawmakers to grant him authority to veto individual line items in future spending bills.

Daca was canceled by Trump in September.

Only a portion of the $1.6 billion in the new spending package can be used on new barriers. And it comes with a lot of strings attached; most of the funding will have to go toward repairing existing fencing or toward double fencing where barriers already exist. "The Democrats would not do it", Trump said.

But Nancy Pelosi, the House minority leader, hit back.

While Trump billed the event as a "news conference", he took only two questions.

"There are a lot of things that I am unhappy about in this bill - there are a lot of things we shouldn't have been in this bill", Trump said.

President Trump sounds as though he had no choice but to sign this terrible thing into law, but he, and Congressional Republicans did have choices.

The budget passed the House of Representatives by a margin of 256-167, but it almost stalled in the Senate when an Idaho lawmaker tried to stop the entire process over the renaming of a forest in his home state. Trump, meanwhile, spoke with advisers, including Defense Secretary Jim Mattis, a supporter of the defense increases in the bill.

Some in Congress have expressed displeasure with the bill citing the massive deficits the measure will likely produce. Rand Paul, who was hoping that Trump would veto the bill.

The budget passed the House and Senate despite opposition from groups on the right and left. The 2,000+ page monstrosity contains an epic amount of garbage and could not have been read by members of Congress or the administration. Asked about that morning tweet, Trump insisted it was not a stunt and that he had looked "very seriously at a veto" but "the incredible gains we have been able to make for the military over-rode any of our thinking' about a veto".

The spending bill doesn't include Democrat-favored subsidies for the Affordable Care Act exchanges, which started faltering after Trump reversed some federal payments in his wider effort to scuttle the health care law.

Never a boring moment in the Trump administration.

Still, Democrats were beyond pleased with the bill Friday. Schumer said. "We produced a darn good bill".
