And Arizona governor Doug Ducey-who turned the state into a virtual test track for the industry by strictly limiting regulations-wrote to Uber's CEO, saying he expected companies developing self-driving technology to make safety their top priority.

"Given this, we made a decision to not reapply for a California permit with the understanding that our self-driving vehicles would not operate in the state in the immediate future". At the time, though, the governor failed to mention that Uber had been secretly testing such vehicles in the state since August.

The fallout from the accident could stall the development and testing of self-driving vehicles, created to eventually perform far better than human drivers and to sharply reduce the number of motor vehicle fatalities that occur each year.
