In 2012, President Barack Obama announced the greenhouse reduction and fuel efficiency rules, called the CAFE standards, which require automakers to nearly double the average fuel economy of new cars and trucks by 2025.

Pruitt said he is starting a joint notice and public comment process with the National Highway Traffic Safety Administration to develop a new rule setting greenhouse gas emission standards for cars and light-duty trucks, such as pickups and sport utility vehicles, for model years 2022 to 2025.

In one instance, Pruitt is also now suggesting tacking on additional import restrictions onto a review of fuel efficiency regulations as a way to strengthen Trump's aggressive stance on tariffs and trade, according to a White House official familiar with recent discussions between the administration and the EPA. It added that the lowering of fuel standards would "keep new vehicles affordable to more Americans".

Gloria Rehnquist, vice president, communications and public affairs for the Alliance of Automobile Manufacturers, said that the resolution was ideal and they support the administration for following a data-driven attempt and a solitary national program as it functions to complete the upcoming standards.

The review of the emission standards could also spell trouble for California, which has a waiver under CAFE standards to enforce much tougher emission standards than other U.S. states, skewing the carpool towards those vehicles at the cutting edge of fuel-saving technologies.

The statement said California's environmental waiver "is still being reexamined by EPA".

It would "take America backward by jeopardizing successful safeguards that are working to clean our air, save drivers money at the pump, and drive technological innovation that creates jobs", said Luke Tonachel, a clean vehicles advocate at the Natural Resources Defense Council.

The push to rewrite the first-ever carbon limits on cars and SUVs, which came out of an agreement among federal officials, automakers and the state of California, is sure to spark a major political and legal battle.

The Motor and Equipment Manufacturers Association said in a statement: "Our goal is to ensure that the United States is a leader in technologies that meet light-duty fuel economy and emission standards here and around the globe while providing affordable vehicles to the consumer".

Mr. Trump has long teased Pruitt's plans to roll back Corporate Average Fuel Economy Standards (CAFE), a move expected to be welcomed by automakers.

"The Obama Administration's determination was wrong".

However, the Consumer Federation of America said the EPA announcement was a bad deal for American consumers.

It said the timeline for shifting to cleaner vehicles laid out under the Obama administration is inappropriate and sets standards too high. In fact, state Attorney General Xavier Becerra said Monday that "we're ready to file suit if needed to protect these critical standards and to fight the administration's war on our environment".

"They need to be updated and evaluated, and the standards need to be revised accordingly", he said.

The Auto Alliance and the Association of Global Automakers contacted Trump just after his inauguration a year ago to push for changing the emissions rules, and Trump agreed to meet with them shortly after. Indeed, the Trump administration has considered giving Pruitt the well-deserved boot, though more for being a headache than being an utterly corrupt scoundrel totally in the pocket of the fossil fuel industry.
