In a related development, Saudi Arabia could consider a proposal to dig a maritime canal along the kingdom's border with Qatar, turning the peninsula-nation into an island and transforming its only land border into a military zone and nuclear waste site, state-linked Saudi newspapers reported Monday. As a key example of Qatar's efforts on counterterrorism, the State Department pointed out that in March, Qatar added roughly two dozen people and entities on its terror blacklist.

As a warm-up to the emir's visit, the State Department approved the sale of 5,000 Advance Precision Kill Weapon Systems (APKWS) to Qatar, including 5,000 high explosive warheads. The new equipment will enable Qatar to upgrade its air-to-ground rockets into precision-guided rockets.

Tensions between Qatar and the United States have been growing for some time, but were amplified earlier this year when it came to light that the country's state-funded press organ, Al Jazeera, had conducted a secret, months-long spy operation of Jewish and pro-Israel advocates based in Washington, D.C.
