Fourteen people including a district governor were killed in a Taliban attack in Afghanistan's southeastern Ghazni province Thursday, the head of security for the province said.

Khwaja Omari also lies close to Ghazni city, raising fears of an assault on the provincial capital.

Ramazan Ali Moseni, a deputy chief police in Ghazni province, has reportedly said that seven police officers and five members of the country's intelligence agency NDS were also killed in the attack.

The attack is the bloodiest in a single incident for weeks in Afghanistan, which has been caught up in decades of violence.

The Taliban frequently attack Afghan security forces and steal their equipment, eroding morale among poorly-paid police and soldiers.

After a brief lull in its activities, the Taliban armed group stormed a government building in central Afghanistan early on Thursday, killing 15 people including three top local officials.

Consistent with trends observed in 2017, the report noted that civilian casualties attributed to pro-government forces in the first quarter of 2018 reduced by 13 percent to 407 civilian casualties.

"Afghan civilians continue to suffer, caught in the conflict, in ways that are preventable; this must stop now", said Ingrid Hayden, the United Nations secretary-general's deputy special representative for Afghanistan. Only three rebels were killed and four others wounded, he added.

"Our mujahideen have confiscated weapons and ammunition", Taliban spokesman Zabihullah Mujahid said.

He said eight government security forces were wounded in the fighting.
