Among them eight children, reports the Chronicle.info with reference to the Telegraph. According to the Washington Post, Kabul police chief Mohammad Daoud Amin said a suicide bomber carrying explosives on his body started the blast.

Hours later, six more people, belonging to one family, were killed in Pul-e-Khumri city in Baghlan province, when their vehicle struck a roadside bomb near another voting centre.

It was the deadliest blast in the capital since about 100 people were killed in January by a bomb concealed in an ambulance and it came after repeated warnings militants could try to disrupt the election process.

After an attack a year ago that killed two employees of the Iraqi embassy in Kabul, ISIS warned Shiites that it was coming after them.

"I found myself covered in blood, with dead people - women and children - around me", Rasuli, 26, recalled when he spoke to AFP news agency from his hospital bed in the city.

Afghanistan will hold parliamentary elections in October.

At least 16 security personnel, including policemen and soldiers, were killed in two separate attacks conducted by the Taliban militant group in Afghanistan, local Tolo News reported.

Afghan police and troops have been tasked with protecting polling centres, even as they struggle to get the upper hand against insurgents on the battlefield.

Unless the process of registering millions of voters can be completed before winter starts in November, the parliamentary elections would nearly certainly have to be postponed until next year.

Both ISIS and the more well-established Taliban have stepped up attacks across Afghanistan in recent years.
