Ousted Catalan President Carles Puigdemont on Thursday rejected being re-appointed as leader of the region, following pressure from Spain's government and months of political turmoil over its independence bid.

But Torra has another chance in a second round of voting on Monday - as only a simple majority is needed in the regional parliament.

He promised to restore Catalonia's laws suspended by Spanish courts and start drafting a constitution for a future Catalan Republic, stressing that he would "not give up anything" and would "assume responsibility for what comes from our actions".

There are now 70 lawmakers in the regional parliament who are pro-independence, against 65 who aren't.

"We need a really strong government and a really strong country, Catalonia right now faces a monumental challenge", the 55-year-old father-of-three told Catalan television TV3 on Friday.

He also called snap regional elections for December 21, which separatist parties went on to win, once again getting an absolute majority in parliament.

In a video statement from Germany, he proposed political newcomer Quim Torra as his successor.

Government spokesman Inigo Mendez de Vigo said earlier the Catalan parliament would not be able to call a session to appoint Puigdemont "at the risk of committing the offence of disobedience".

There he specialised in reviving texts by Catalan journalists from the civil war and Francisco Franco's dictatorship, which severely repressed Catalonia among other regions.

Puigdemont, who fled to Belgium just days after being sacked by Madrid, was detained in Germany in March after Spain issued a European arrest warrant against him.

Madrid wants to extradite him to Spain to try him on charges of rebellion and misuse of public funds for staging an independence referendum in Catalonia on October 1 even though the courts had ruled it unconstitutional.
