IG Finds FBI ‘WILLINGNESS’ to Intentionally Damage TRUMP PRESIDENCY

Senate Homeland Security Chairman Ron Johnson, a Wisconsin Republican, disputed the finding that the investigation was not motivated by political bias.

A key finding: Comey erred in his decision not to coordinate with his superiors at the Justice Department at key moments in the Clinton email investigation. Trump is certain to try to use the report to validate his firing of Comey past year.

"According to the report, Page texted Strzok in August 2016: "(Trump's) not ever going to become president, right?

Horowitz argued that the messages "are not only indicative of a biased state of mind, but imply a willingness to take official action to impact a presidential candidate's electoral prospects".

"But our review did not find evidence to connect the political views expressed in these messages to the specific investigative decisions that we reviewed; rather, consistent with the analytic approach described above, we found that these specific decisions were the result of discretionary judgments made during the course of an investigation by the Midyear agents and prosecutors and that these judgment calls were not unreasonable". KSTP questioned him about the report, but he declined to comment.

Trump regularly claims McCabe had a conflict of interest in overseeing the FBI's investigation into Clinton, given that his wife received campaign donations from a Clinton ally.

The watchdog report released Thursday said Comey "deviated" from normal DOJ procedures and damaged the reputation of the Federal Bureau of Investigation.

The inspector general's report also comes just two months after the office issued a related review, concluding that former FBI deputy director Andrew McCabe misled investigators about his role in providing information to the media about a separate FBI investigation of the Clinton Foundation before the 2016 election. Ten days before the presidential election, Comey announced the resumption of the investigation.

"The OIG report makes clear that we've got some work to do", Wray said.

"Officials from both agencies have created a perception they misinterpreted the Espionage Act by stating Secretary Clinton lacked the requisite "intent" for charges to be filed", the memo says, before pointing to statements by Comey that indicated a belief that intent was required - which the memo says ignored "meaningful aspects" of the law. Cases that end without charges are rarely discussed publicly.

Comey declined to comment when approached Thursday in Minneapolis.

What did the report say?

At a congressional hearing last May, he said he was concerned that the Justice Department itself could not "credibly" announce the conclusion of its investigation, in part because then-attorney general, Loretta Lynch, had met aboard her plane with former President Bill Clinton.

The FBI add a warning banner to all of the FBI's mobile phones and devices in order to further notify users that they have no reasonable expectation of privacy.

As time has passed, Lynch has said she regretted the encounter, but she never formally recused herself from the investigation - instead saying she would accept the recommendations of career Justice Department staff and the FBI. The inspector general wrote in his letter to lawmakers announcing the June 14 date that his office was following the "ordinary processes" for completing reports. His most significant report before this one was the 2012 study of the botched Obama-era gun operation known as Fast and Furious. Most of the problematic texts relate to the FBI's Russian Federation investigation, the report notes.
