Plan to split California into three states makes the November ballot

On Tuesday, the California secretary of state's office certified that Draper, who submitted more than 600,000 signatures from voters, had garnered enough for the initiative to appear on the ballot.
"Breaking the states into three smaller, more manageable states means those states will be more responsible and more responsive", said Peggy Grande, a Cal 3 spokeswoman.
This is not the first attempt to break California apart.
Even if voters approve the initiative an actual split would still require the approval of the state Legislature and Congress.
Voters will now have to decide whether they approve of the measure to divide California into California, Northern California, and Southern California. While California's differences run deep, they may only be heightened in closer quarters. Draper proposed similar measures in 2012 and 2014, but those efforts failed after election officials invalidated numerous signatures collected. For a variety of reasons, that seemed to be way too many new states for most people. Steve Maviglio, a spokesman for "One California", which opposes the plan, said, "I think it's a colossal waste of time and resources, millions of dollars that could be spent improving our schools". State filings show he paid consultants and law firms almost $560,000 a year ago for work related to the proposal.
"You have Northern California's marijuana growers, you have the Bay Area and Los Angeles for the consumers - in-between, we're dead", he said. It's been well over a half-century since a new state has been admitted to the Union, and over a century-and-a-half since an existing state was divided when West Virginia was created - and that required a civil war as a lubricant.
The initiative divides all 58 counties in California into three separate states. California will consist of Los Angeles County and a number of counties in the Central Coast region, including Monterey and San Luis Obispo Counties.
Northern California would include Alameda, Alpine, Amador, Butte, Calaveras, Colusa, Contra Costa, Del Norte, El Dorado, Glenn, Humboldt, Lake, Lassen, Marin, Mariposa, Mendocino, Merced, Modoc, Napa, Nevada, Placer, Plumas, Siskiyou, Shasta, Tehama, Trinity, Tuolumne, Sacramento, San Joaquin, San Francisco, San Mateo, Santa Clara, Santa Cruz, Sierra, Solano, Sonoma, Stanislaus, Sutter, Yolo and Yuba counties. Vikram Amar, a law professor who has written extensively about Draper's plans, pointed out last fall that the shift in California's votes in the Electoral College - which have been awarded for a quarter-century to Democratic nominees - would be split between three states.
Last year, an effort dubbed Calexit sought to bring the question of whether California should secede from the United States to this year's ballot. Dividing it into three smaller Californias, he claims, would lead to "better decision making", "a dramatically more effective education system", and "more reliable roads". But the Russia-based leader of that campaign backed off.
