As he signed the executive order Wednesday, Trump stressed that he had heard from his daughter, saying, "Ivanka feels very strongly" and "I think anybody with a heart would feel very strongly about it".

Democrats said the images of children being held in cages in border facilities, some crying for their parents, would be a moment remembered in US history.

Passage of the bill was always a long shot, but failure may now come at a steeper price as Republicans - and Trump - have raised expectations that, as the party in control of Congress and the White House, they can fix the nation's long-standing immigration problems. Cory Booker told The Associated Press in an interview.

"This is a stopgap measure", said Gene Hamilton, counsel to the attorney general.

Justice Department lawyers will seek permission to allow for the detention of families until criminal and removal proceedings are completed.

Trump's order is already facing stiff resistance from lawmakers and may face an uphill court battle. That was a nonstarter for leaders, who took every opportunity they could to remind members that an uncontrolled immigration debate just months ahead of a midterm election would be an unmitigated disaster and a futile exercise. But cases where there is a concern that parents "would pose a risk to the child's welfare" have been exempted from the executive order.

And it didn't do much for the teeming outrage over the issue.

For now, she said, "people are doing what they've been doing". They were kept in separate facilities - described as cage-like - as their parents underwent legal process pending deportation back to their countries. Dianne Feinstein said in a statement. It was not immediately clear whether the caveat means some separations will still happen. Health and Human Services Secretary Alex Azar said his department will start reuniting detained immigrant children with their parents - but he made no specific commitment on how quickly that can be accomplished.

The administration has consistently said it was forced to separate families because of the conclusion of a court case known as "the Flores Settlement".

Trump's family apparently played a role in his turnaround.

As Republicans met privately Wednesday to discuss their legislation, House Democrats brought about two dozen immigrant children to the chamber floor in an unusual morning protest that defied House rules as they condemned the separation of families at the border.

While the President reversed course after days of digging in, finding a balance between enforcement of United States immigration laws and maintaining family unity will lead to many unknowns.

The House Of Representatives will vote on broader Immigration bills which fund President Trump's proposed border wall and reduce legal migration. Assessments for possible detention facilities at military bases have already been done in Texas and another is expected in Arkansas on Thursday. "And we will have that - at the same time, we have compassion, we want to keep families together". Those people were not authorized to speak publicly and commented only on condition of anonymity. She was heckled at a restaurant Tuesday evening and has faced protesters at her home.

Trump said lawmakers must still pass legislation to secure the border and to finally and fully allow family and minor detention and prompt removal. They want open borders, which breeds disgusting crime.

Activists are especially concerned that there isn't a formal system for reuniting immigrant parents with their children after their court proceedings are over. It does not, however, end the "zero-tolerance" policy that criminally prosecutes adults entering the country without proper documentation.

New York City's mayor says he was surprised to learn a children's center in Harlem is caring for 239 migrant children separated from their parents by federal immigration officials. With thousands of families apprehended crossing the border illegally on average each month, detaining them could rapidly tax government resources. If those options are exhausted, authorities must find the "least restrictive" setting for a child who arrived without parents.

It also suggests the government intends to hold the families indefinitely by challenging an existing statute, the 1997 Flores Settlement, which places a 20-day limit on how long children, alone or with their parents, can be detained.

Top Democratic leader Congressman Joe Crowley said while this order stops the separation of children from their parents, it does not end the administration's despicable policy of unreasonably detaining asylum seekers and families fleeing violence.
