The pope has previously called for abolition of the death penalty, and he requested a change to the catechism during a speech in October.

The Vatican said that the previous policy was outdated and Francis approved the change in the Catechism - the official Catholic Church teaching - The Associated Press reported Thursday.

The Church was working "with determination" for the abolition of the death penalty worldwide, the new teaching says.

The younger Cuomo said Pope Francis's decision was a "validation of [his] father's principled stand against the death penalty in the face of overwhelming support for capital punishment".

Amnesty International reports that 993 worldwide executions were recorded in 2017, with the USA submitting 23 people to capital punishment.

The new text of the relevant number, 2267, recognizes that recourse to the death penalty "was long considered an appropriate response to the gravity of certain crimes and an acceptable, albeit extreme, means of safeguarding the common good".

Francis' new teaching is also likely to feature in the confirmation process for Supreme Court nominee Brett Kavanaugh, a church-going Catholic who, if confirmed, would join four other Catholic justices on the bench. "In addition, a new understanding has emerged for the significance of penal sanctions imposed by the state". The Papacy's emphasis on "more effective systems of detention" could ensure the protection of citizens without depriving "the guilty of the possibility of redemption". The pope's predecessors criticized capital punishment but never officially changed the church's position.

Blair said Thursday: "For everybody, the fundamental message here is that wanting the death penalty out of sheer vengeance is not a spiritually or morally good thing to do". In Paris also welcomed the intention of the Catholic Church to abolish the death penalty worldwide.

The Roman Catholic nun whose ministry to a death row inmate inspired the book and film "Dead Man Walking" says she's "overjoyed and deeply grateful" Pope Francis has declared the death penalty unjustifiable under any circumstance.

"Even someone who may have committed a crime, they still have their dignity of their human life".

Senate Minority Leader Franklin Drilon told reporters a death penalty bill "will die if put to a vote today", while former Senate President Aquilino "Koko" Pimentel Jr. said, "We will not reimpose it".

"It is still a priority of the administration to reimpose the death penalty for serious drug-related offenses".

New York State now does not have a death penalty - it originally abolished the penalty in 2007, after abolishing and reinstating it multiple times throughout its history - and has not actually executed anyone since 1963, when 34-year-old armed robber Eddie Lee Mays was put to death in the electric chair.

"While I respect the pope's perspective, capital punishment remains the will of the people and the law of the state of Nebraska", Gov. Pete Rickets said.
