The bill covers the $717 billion that the USA will spend on defense in fiscal year 2019, as well as a number of policies, acquisitions and goals for the military. The 2019 bill, which President Trump signed on Monday, includes $716 billion in funding for the armed forces and related programs.

The president didn't mention McCain's name during his remarks at Fort Drum, New York.

Earlier Trump tweeted that he was "looking forward" to talking to America's "great heroes" and signing H.R. 515, the "John S. McCain National Defense Authorization Act for the Fiscal Year 2019".

Congress named the legislation for Senate Armed Services Committee Chairman John McCain, Arizona Republican, who is battling brain cancer.

In a hangar at Fort Drum, with an Apache attack helicopter as a backdrop, Trump said, "The NDAA is the most significant investment in our military and in our warfighters in modern history, and I'm very proud to be a big, big part of it". "Adversaries are weaponizing space", Trump said.

McCain tweeted that he was "humbled" that Congress chose to name the bill after him.

The government has for a long time suspected that ZTE and Huawei technology could be used by the Chinese government to harm USA digital infrastructure or assets.

It also authorises a 2.6 percent pay raise for troops, the largest in almost a decade, as well as boost the size of the Navy and the ranks of the military by 15,600 active-duty troops.

With US businesses providing as much as 30 percent of the components used in ZTE products, the ban devastated the company, leading it to ceasing major operations soon afterward. With a two-year spending deal that lifted federal budget caps, midterm elections in the fall and a more experienced White House administration, lawmakers were eager to pass the measure earlier than in recent years. That measure was seen as targeting China.

An amendment to the NDAA prohibits F-35 sales to Turkey until the Pentagon issues a report on Turkish-American relations in 90 days. Trump told the troops at Fort Drum that the NDAA will provide access to "the finest planes and tanks and ships and missiles [pause] anywhere on Earth". More than $36 billion is going toward improving US naval capacity, and $40 billion will go toward improving our aviation - including 77 new F-35 fighter jets.
