Trump announces plans to gut another climate-change initiative

But documents released by the EPA together with the proposed rule say that implementing it is expected to "increase the level of emissions of certain pollutants in the atmosphere that adversely affect human health".

On Tuesday, the Trump administration's Environmental Protection Agency released the so-called "Affordable Clean Energy rule", a framework meant to replace President Barack Obama's landmark Clean Power Plan.

"The Trump administration is emphasizing "coal at all costs", said Gina McCarthy, EPA administrator when the Obama plan was developed".

Trump will tout his new proposals Tuesday night in West Virginia, where Republicans are vying to wrench a hotly contested Senate seat from Democrat Sen.

The new rule could reduce the emissions advantages of electric cars by allowing more "dirty" power plants to provide the energy that electric-car drivers use to recharge.

Deputy Administrator Andrew Wheeler signed a proposed rule, called the "Affordable Clean Energy Rule", which would direct states to inventory their power plants and come up with a plan to regulate the greenhouse gas emissions of individual plants. The plunging price for natural gas, as well as for solar and wind energy, have pushed utilities to move toward cleaner burning fuels, regardless of federal regulations.

Trump's proposal for modest efficiency improvements at power plants falls far short of what's needed to combat climate change, environmentalists said.

The administration's own analysis also shows that the plan would result in 1,400 more premature deaths than the Clean Power Plan. When the president asked him to become acting EPA administrator, Wheeler said the goal has always been to fight for clean air and water while protecting U.S.jobs as Acting EPA Administrator. In contrast, the Clean Power Plan would have been well on its way by now toward its goals of saving lives, driving the growth of affordable clean energy like wind and solar, and meeting America's global commitments to fight climate change.

Combined with the EPA's proposal earlier this month to ease mileage requirements for vehicles, the move may actually increase the country's climate-changing emissions, according to some former top EPA officials, environmental groups, and other opponents. Horwath said that even Obama's Clean Power Plan was only a step in the right direction, adding that "to pull back even from this start is simply incomprehensible, given the climate crisis our country and the world face". "Climate change is real, no matter how much this administration tries to deny it", Baraba Underwood, New York State's Attorney General Barbara Underwood said in a statement.

The lie is obvious - Trump has been preying on the fears of struggling Appalachian communities for years now by pledging to save the failing coal industry, wasting time and political capital that instead should have been spent on providing an economic transition for coal-impacted communities. Trump's rollback doesn't even establish carbon reduction targets, but we will continue to make headway nevertheless. But the EPA also estimates the extra pollutant from the rule could prematurely kill up to 1,400 people per year by 2030. The new plan would give utilities and states more flexibility in achieving emissions reductions, but critics say it could harm public health. The Supreme Court put the brakes on it in 2016 after energy-producing states sued the EPA, saying it had exceeded its legal reach. At the state and local level, we'll keep winning victories to replace coal with clean energy.

Trump's regulations have to go through a 60-day public comment period before they are finalized.
