Hurricane Florence is expected to make landfall somewhere between North Carolina, South Carolina, and the Mid-Atlantic states on Thursday evening or Friday morning, according to the National Hurricane Center (NHC).

Hogan says the declaration of emergency is a planning measure to ensure all necessary resources are mobilized in areas of the state with greatest potential need.

For many people, the challenge could be finding a safe refuge: If Florence slows to a crawl, it could bring torrential rains into the Appalachian mountains, causing flash floods and mudslides across a region getting lots of rain recently. "Whether it is a tropical storm, a tropical storm watch, or a hurricane watch or a hurricane warning, we must treat all of them the same way".

Florence was the first Category 4 hurricane of the Atlantic season, but weakened as it passed through cooler waters.

The National Hurricane Centre (NHC) said Florence, whose maximum sustained winds have already reached 105 miles per hour, will become an "extremely risky hurricane" when it makes landfall. "The storm's intensity can fluctuate over this period, initially weakening as the inner eye wall dies before again strengthening as the outer eye wall contracts", says NASA. As far as surf goes, Helene is a long ways away from most land but will offer some parts of the Caribbean, Atlantic islands, and even the U.S. East Coast a modest taste, so be sure to check your regional forecast for more details.

"There is an increasing risk of two life-threatening impacts from Florence: storm surge at the coast, freshwater flooding from a prolonged and exceptionally heavy rainfall event inland, and damaging hurricane-force winds", the NHC warned.

Meteorologists are also tracking two tropical storms which formed off the coast of Africa.

The storm "is too powerful and its path is too uncertain to take any chances", South Carolina Governor Henry McMaster said in issuing his state's emergency declaration.

But the season is just now peaking, and Hurricanes Florence, Isaac, and Helene are a stark reminder that we are not out of the woods yet.

Most hurricanes in the past moving into the Carolinas have moved north from Florida.

The Miami-based center said in its 5 a.m. advisory that Florence was about 625 miles southeast of Bermuda, moving west northwest at 9 mph. Olivia should weaken through Tuesday but remain a strong tropical storm when it reaches the Hawaiian Islands. She said her house, built in 2009 in Buxton, North Carolina, is on a ridge and built to withstand a hurricane.

"I'm telling them to go inland, but I'm anxious about the rain and tornadoes too", Roberts said.

"You never know, there could be tree missiles coming from any direction", she said.
