California Sets Goal Of 100 Percent Clean Electric Power By 2045

The new law requires the world's fifth largest economy to generate 100 percent of its electricity from carbon-free sources by the end of 2045, marking one of the world's most ambitious climate policies (see "California advances an ambitious climate policy that should be a model for the world").

The state will have to lean more heavily on wind, solar, geothermal, and hydroelectric power to reach its goal, as well as seek more ambitious battery build-outs and create incentives for dramatic changes in energy efficiency at the industrial, commercial, and residential levels.

Mr. Brown signed the measure over the objections of the state's utility and agricultural sectors, including the Agricultural Council of California, Pacific Gas and Electric, San Diego Gas and Electric, and the Western States Petroleum Association. The remaining electricity came from non-renewable sources, including natural gas at 33 percent.

The law requires utilities to source 60 percent of their power from renewable energy by the end of 2030, up from a prior goal of 50 percent.

The bill's ambitiousness is compounded by the executive order that Gov.

The California governor has taken on the mantle of leading the US effort to combat climate change as President Donald Trump has sought to roll back environmental regulations and support coal-fired power plants.

Last year Mr Trump said he would pull the United States out of the deal and negotiate a new "fair" deal for U.S. businesses.

"There's no understating the importance of this measure", Brown said, moments before signing the two actions.

"We're going to meet the Paris Agreement and we're going to continue down that path to transition our economy to zero emission, zero carbon emission and to have the resiliency and sustainability that science tells us we must achieve", Brown said.

Starting Wednesday, government and industry officials and climate activists will gather in San Francisco for the Global Climate Action Summit. Since 2010, California has procured more than 1,500 MW of new energy storage capacity; North American energy users and utilities have collectively procured over 2 GW of advanced energy storage projects to date. The signing of today's law comes as California is preparing for a global climate change conference later this week.

California is not the first state with such ambitions - in 2015, Hawaii established the 2045 goal.

And even those standards are now in danger, thanks to a Trump action last month that aims to rescind the power of California and other states to set stricter fuel-mileage targets.

California already gets a substantial portion of its electricity from renewable resources.

Opponents also noted that transportation - mostly gasoline and diesel fuel burned by cars and trucks - generates 41 percent of the state's greenhouse gas emissions, more than double the 16 percent that power plants produce. Kevin de Leon, a Los Angeles Democrat who is running for U.S. Senate against fellow Democratic U.S. Sen.
